Hamad, What I have gathered from friends and internet FALL IS THE BEST TIME FOR OUR CLIMATIC CONDITIONS.
I am re-doing my Daylily beds starting 1st of October, grouping them according to colour, design and height.
If a plant has developed 10 fans I Will re-plant them as a group with 4 inches between fans.
Should I trim the foliage?

Thank you Arif sb :) , regarding foliage I m not too sure but as per my mali practice he usually cut most of it and as per his school of thought it helps plant.
