Diagnosing what is troubling plants is no easy task.
From the above picture it could possibly be three things.
Too much fertilizer. Solution:- Remove surplus fertilizer/dung from top soil and add some ordinary soil. Hoe well to mix it up and dilute.
Too much water:- Solution:- Check for soil moisture by putting your finger atleast 3 inches below. Too much dung also adds to this problem. Reduce watering. Let the soil dry out completely atleast once before next watering. It would be difficult to stop yourself.....Hoe well so that excess moisture can evaporate. From the design of your bed i see that you can not improve drainage as of now. Improved drainage can only be ensured through free draining media.
Transplant Mechanics:- Whenever a seedling is planted, it goes through a shock. You must have disturbed much roots, therefore roots are not capable enough to support the grown up seedling, henceforth old leaves are being dropped off as a defense mechanism, whereby new growth is still green and fresh(also apparent from picture).
All in all your seedling are not in that bad state. Act on above suggestions and be patient.
